WhatsApp Account Restricted: What It Means and What to Do

A restricted WhatsApp Business account is not a banned one. Restricted means Meta has blocked part of what your number can do — almost always sending — for a defined period, while the account itself stays alive and the appeal route stays open. Banned, in Meta's own wording disabled or offboarded, means the account is gone. The two states surface in the same places and read almost identically in a notification email, but they need very different responses in the next hour.

Is a restricted WhatsApp account the same as a banned one?

No, and the difference decides what you do next. Meta's policy-enforcement documentation (Meta for Developers, retrieved 2026-08-28) puts it plainly: accounts can become restricted or disabled depending on the number and severity of issues. A restriction is time-boxed and specific — a block on a class of messages, with a stated duration. Being disabled is the end state: permanent removal from the WhatsApp Business Platform.

Finding out which one you are in works the same way for both. Meta surfaces violations in Business Support Home inside Meta Business Suite or Business Manager, as a banner in WhatsApp Manager, in the Business Manager Notifications Center, and by email to every admin listed in Business Manager. Only Business Support Home tells you the specific restriction and the next steps, so start there rather than with the email.

What restrictions does Meta actually apply?

Meta publishes the shape of the escalation, though not the thresholds that trigger each step. According to its policy-enforcement documentation (retrieved 2026-08-28), repeated violations of the WhatsApp Business Terms of Service produce messaging restrictions that gradually increase in duration:

  1. A warning that names the policy you violated.
  2. A 1 or 3 day block on sending marketing, utility and authentication template messages, and on adding further phone numbers to the account.
  3. A 5, 7 or 30 day block on sending any messages at all, and on adding further phone numbers.
  4. An account lock — an indefinite block on sending, which Meta says can only be removed via an appeal.
  5. Permanent removal from the WhatsApp Business Platform, if the business does not change after multiple warnings and blocks.

Two shortcuts exist around that ladder. Meta states that where there is evidence of a violation causing severe harm — it names child exploitation, scams, terrorism and the sale of illegal drugs — business accounts are offboarded immediately. It also says it may limit or offboard a business whose account receives excessive negative feedback from users.

What Meta does not publish is how many violations, or how much negative feedback, moves an account from one step to the next. Treat any specific number you find on that question — including one from us — as guesswork.

Why does a business number get restricted?

Meta names the causes in its policy enforcement and violations documentation (Meta for Developers, retrieved 2026-08-24): sending spam, template misclassifications, and high-risk policy categories such as adult content, the sale of alcohol and tobacco, drugs, gambling and unsafe supplements. For an ordinary Shopify store, the first two are the ones that bite.

Spam, in practice, means volume to people who did not ask for it. A list bought, scraped, or imported from an email tool without a separate WhatsApp opt-in produces exactly the block-and-report pattern Meta measures. Template misclassification is the quieter cause. A utility template has to be non-promotional; the moment a discount code goes into an order-status message, it is marketing content in a utility wrapper, and Meta treats the mismatch as a policy violation rather than a billing question.

How do you get a restricted account back?

  1. Open Business Support Home. In Meta Business Suite: All tools, then Business Support Home, then Account Overview. It lists the active restrictions on the account and the next steps for each policy issue.
  2. Read the violation itself. Meta says each update includes the policy summary, examples of allowed and disallowed content, whether restrictions are active, what happens on a repeat, and how to appeal.
  3. Decide between appealing and acknowledging. Violations may be appealed or acknowledged based on violation type and eligibility. Appeal if you believe you were compliant; acknowledge if you were not, and fix it.
  4. Fix the cause before the block expires. The escalation is cumulative, so resuming the same behaviour buys a longer block rather than the same one.
  5. Wait, if you must. Meta notes that not all spam violations can be appealed, and that businesses might have to wait until the restriction period ends before messaging again.

If an appeal succeeds, Meta's documentation says the account returns to its previous status — you do not restart from a fresh, lower footing. That is worth knowing before you write the number off.

Common mistakes when your account is restricted

  • Registering a second number to keep sending. Both documented block levels also stop you adding additional phone numbers to the account, so the workaround is blocked by the same action that caused it. Where it does go through, it moves the same behaviour onto a new number inside the same business portfolio.
  • Treating it as a bug. A restriction is not an integration fault. Reconnecting the WhatsApp account or reinstalling an app changes nothing and burns time you could spend on the appeal.
  • Relying on the email alone. Notifications go to the admins listed in Business Manager, and Meta specifically asks businesses to keep that admin information accurate and up to date. If nobody has touched it in two years, the notice reaches someone who left.
  • Resuming the old campaign the day the block lifts. The next rung of the ladder is longer, and the one after that is indefinite.
  • Dressing marketing up as a utility template. Template misclassification is on Meta's own list of violations, and sending a broadcast the safe way is a cheaper habit than an appeal.

Restricted is recoverable; disabled usually is not. The practical difference is that a restriction hands you a window: read the violation in Business Support Home, decide whether to appeal or acknowledge it, and fix the cause before the block lifts rather than after. Almost every restriction a Shopify store runs into traces back to one of two things — messaging people who never opted in, or dressing marketing up as a utility template.
