There is no ad slot inside a WhatsApp conversation that you can buy. What merchants call WhatsApp advertising is three separate mechanisms with three separate rulebooks, and only one of them is something a Shopify store can switch on this quarter: marketing-category template messages sent to people who have given you an opt-in. The other two are a Meta ad that opens a chat, and ad placements in WhatsApp's Updates tab that Meta controls the rollout of.
The short version
- 3 mechanisms hide behind one phrase: marketing templates, Click-to-WhatsApp Ads, and ads in the Updates tab. They are bought in different places and governed by different rules.
- 1 rule decides whether any of it is legal for you: Meta requires an opt-in that names your business before the first message goes out.
- 250 unique recipients per 24 hours is where a newly created business portfolio starts. Reach is earned, not bought.
Can you buy ads inside WhatsApp?
Not in the way the question is usually meant. You cannot buy a banner, a sponsored message or an interstitial that appears in someone's chat list or inside a conversation. Meta has been explicit that personal chats are not used for ads.
There is one genuine advertising surface inside the app, and it sits away from chats. In its announcement Helping You Find More Channels and Businesses on WhatsApp (Meta Newsroom, 16 June 2025, retrieved 2026-11-02), Meta introduced channel subscriptions, promoted channels and ads in Status, all confined to the Updates tab, and said it would be rolling this out slowly over the following months.
Whether that surface is open to your market, your category and your account is Meta's decision and it changes without notice, so this article does not quote availability dates or ad prices for it. Check Meta's own page before you plan a budget around it. What follows is the part you can act on today.
What does "WhatsApp advertising" actually mean?
Three different things, depending on who is asking:
- Marketing template messages. You write a message, Meta approves it as a template, and you send it to contacts who opted in. This is the WhatsApp equivalent of an email campaign and the one a shop owns outright.
- Click-to-WhatsApp Ads. A normal Facebook or Instagram ad bought in Meta Ads Manager whose button opens a WhatsApp chat instead of a landing page. The ad is not on WhatsApp; the conversation is. We cover what happens after the tap in our guide to Click-to-WhatsApp Ads.
- Ads in Status and Channels. Placements in the Updates tab, as described above. Treat them as a discovery surface you may be able to test, not as a channel you can budget for yet.
The distinction matters because the cost structures differ completely. Mechanisms 2 and 3 are bought at auction like any Meta ad. Mechanism 1 is charged by Meta per delivered message, by recipient market and template category — the dated figures live on our WhatsApp Business Platform facts page.
How do marketing template messages work?
Meta sorts every template into one of three categories: Marketing, Utility and Authentication. Templates are the only message type that can be sent outside an open customer service window, which is to say the only way to reach someone who has not messaged you in the last 24 hours.
That makes the Marketing category the real advertising mechanism on WhatsApp. The practical sequence is short:
- Write the message and submit it as a template in the Marketing category.
- Wait for Meta's review. A template with promotional content submitted as Utility will be recategorised, so declare it honestly.
- Send it to a segment of contacts whose opt-in level permits marketing.
- Read the replies. Unlike an ad impression, a template message gets answered, and the answer lands in a shared inbox.
Keaz ships this as a library of ready-made templates and flows rather than a blank editor — you can see what is in it on the Keaz templates page.
Why is opt-in the whole game?
Because it is the step that disqualifies most people's mental model of advertising. On the WhatsApp Business Platform you do not rent an audience; you message an audience you already collected. Meta's opt-in documentation (retrieved 2026-08-24) requires an opt-in before the first message, requires it to state the name of the business, leaves the collection method up to you, and requires that method to comply with applicable law.
In practice that means the growth lever is not ad spend, it is opt-in coverage: the share of your customers whose consent you hold. Where to put the collection points, and what the consent text has to say, is covered in how to collect WhatsApp opt-ins the GDPR-compliant way. Inside Keaz the consent you hold is stored as an opt-in level on the contact, and every marketing flow can require a minimum level before a contact enters it.
How large an audience can you actually reach?
Less than most people assume on day one, and more than enough after a few weeks of good behaviour. A newly created business portfolio starts at 250 unique recipients per moving 24-hour period outside a customer service window. Completing a scaling path raises that to 2,000, and from there the limit rises automatically to 10,000, 100,000 and Unlimited when message quality stays high and usage thresholds are met.
Two consequences follow. First, reach on WhatsApp is earned through quality rather than bought, which is the opposite of how a paid channel behaves. Second, the limit sits on the business portfolio and is shared across every number in it, so adding a second number does not double your send capacity. The current ladder, with dates and sources, is on the WhatsApp facts page.
Common mistakes
- Buying or importing a phone list. A number you bought has not opted in to anything. This is the fastest route to a quality downgrade and a restricted account.
- Treating an ad click as consent. Someone tapping a Click-to-WhatsApp ad has started a conversation, not subscribed to your campaigns. Ask for marketing consent separately.
- Hiding a promotion in a Utility template. Meta re-checks categorisation, and mixed content counts as Marketing. You lose the approval and the trust, not just the rate.
- Planning a budget around Updates tab ads. Availability is set by Meta, varies by market and changes without notice. Verify it yourself before it appears in a media plan.
- Launching before coverage exists. A beautiful campaign sent to 80 opted-in contacts is not a channel. Fix collection first, then send.
WhatsApp is not an ad network you can buy your way into. It is an owned channel with a permission gate in front of it, and the work that moves the number is collecting opt-ins and sending templates people are glad to receive. If you want to know what that is worth for your store before you build it, the Forecast estimates it from your own Shopify numbers.
